United Nations Council Endorses Donald Trump's Gaza Peace Plan

A UN Security Council has supported proposals presented by President Trump for achieving a durable ceasefire in Gaza, including the deployment of an international stabilisation force and a possible avenue to a sovereign Palestinian state.

Unanimous Support with Key Abstentions

The resolution was adopted by a count of thirteen supporting, with both China and Russia abstaining. The US envoy the American delegate informed the UN assembly that it mapped “a fresh direction in the Middle East for both sides and all the inhabitants of the area alike”.

Negotiated Wording on Palestinian Statehood

Incorporation of mentions to an self-governing Palestine was the price the US offered for support from the Arab and Islamic world, who are likely to contribute peacekeepers for the global force.

“Interim measures that we begin today must be implemented in following international law and respecting Palestinian sovereignty,” the UK chargé d’affaires affirmed.

Government Objection Continues

Nonetheless, on the brink of the council decision, PM the Israeli leader reiterated his administration's strong objection to the creation of a independent Palestinian entity, raising questions on whether the Israeli government will permit the enactment of the UN-mandated proposals.

Main Elements of the Proposal

  • Immediate lifting of existing limitations on humanitarian aid into the territory
  • Formation of an multinational peacekeeping unit
  • Steps toward rebuilding and a possible “route to Palestinian self-determination and sovereignty”

Unclear Wording and Conditions

The mention to sovereignty was a balanced insertion to an initial US draft which excluded it. However the language is ambiguous and conditional, stating only that once the Palestinian leadership has implemented reforms and the reconstruction of Gaza is progressing, “the situation may ultimately be in position for a credible pathway to Palestinian independence and statehood.”

International Response

The phrasing was insufficient of the firm commitment to the creation of a Palestinian state beside Israel requested by Muslim nations, as well as European delegates, but in statements to the chamber after the approval, representatives from those countries said they were willing to endorse the agreement in the interests of prolonging the current truce and prompt actions to feed and protect the over two million Palestinians in the territory.

“We has ultimately decided to support of this text, a text that we back its primary aim, namely the preservation of the truce and the establishment of circumstances permitting the Palestinians to claim their fundamental rights to independence and statehood,” Algeria's representative stated.

Execution Hurdles

The proposal grants general supervisory power to a “board of peace” chaired by Trump, but of undefined composition. The group has to inform the United Nations but it is not bound by the preferences of the UN or by the Palestinian leadership.

It also calls for the creation of a Palestinian technocratic committee that is supposed to run daily administration of the territory and the provision of utilities, but it is highly uncertain who would be involved.

Peacekeeping Unit Mission

The mission of the global force authorizes it to remove and dissolve fighting factions in Gaza, but it is quite ambiguous that would-be troop contributors would be willing to engage such organizations. No country has so far committed itself to dispatching troops.

Furthermore the requirements for modification of Palestinian leadership, the prerequisite towards steps to Palestinian statehood, have been hazy.

EU representatives said they considered it urgent that the names of the Palestinian technocratic committee to deliver services was determined as promptly.
